The first public meeting on City Council’s exploration of selling the Discovery Centre took an unexpected turn as Ward 2 Councillor Jason Farr accused residents of having personal issues with him, called a resident his “nemesis”, and to another “some residents are not happy and they will never be” about the Waterfront Trust.
An unexpected leave by a senior staff member at the City resulted in the sole-source paperwork not getting completed in time to process a purchase order (cheque) to the HWT. Thus, the payment was processed under a separate procurement policy (known at Policy 19) and thus came to be included in the non-compliance report.
The Tourism & Culture division gave the Waterfront Trust $95,000 without any purchase order documentation, in violation of the City’s procurement policy.
