If/When the province extends Strong Mayor powers to the City of Hamilton, they will do so by regulation. Ontario Regulation 530/22 lists the “designated municipality” of Ottawa at present.
Ontario Regulation 580/22, posted December 20, lists the “provincial priorities” which a Strong Mayor can govern by minority rule with only one-third support of Council:

The following are provincial priorities prescribed for the purposes of sections 284.10, 284.11 and 284.11.1 of the Act:

1. Building 1.5 million new residential units by December 31, 2031.

2. Constructing and maintaining infrastructure to support housing, including,

i. transit,

ii. roads,

iii. utilities, and

iv. servicing.

Ottawa Mayor Mark Sutcliffe has stated he will not use the minority rule powers.
